Can't afford health insurance

Hi ladies, I am looking for feedback about giving birth in a public hospital. We can't really afford health insurance right now and I'm wondering if everything still goes well in the public system. Also, is it possible to have an elective C-Section with the public system? My first baby was too big to come naturally and I had an emergency C-Section. Thanks for your help!
